On March 6, 2015, the US Department of Transportation (Department) published a Notice of Proposed Rulemaking to amend the Common Grant Rule (2 CFR Part 200) to permit the use of geographic hiring preferences in DOT grant programs. That same day the Department announced a one-year pilot program that permits recipients and subrecipients of Federal funding to apply to the Federal Transit Administration (FTA) and the Federal Highway Administration to utilize contracting requirements that generally have been disallowed due to concerns regarding adverse effects on full and open competition. The Department’s Office of the General Counsel and the FTA are holding a webinar on Tuesday, March 31, 2015, to discuss the proposed rulemaking and the pilot program.
